Norwegian appeals board (UNE) grants asylum for FGM risk without requiring probability of occurrence
- FGM constitutes persecution under the Immigration Act § 28 (1)(a); girls at risk are considered a particular social group under § 30(1)(c).
- The threshold for protection is low: a real possibility of FGM is sufficient – no requirement for a balance of probabilities, per preparatory works Ot.prp. no. 75 (2006–2007), pp. 88 and 414.
