    Skien gives notice of detailed zoning for housing at the Skolebakken 16 school site, planning programme out for consultation

    • Skien municipality wants to make a detailed zoning plan for Skolebakken 16. The architecture firm Børve Borchsenius Arkitekter AS is doing the work. The area is 28.7 decares and has no plan yet. A kick-off meeting with the municipality was held on 02.12.2025.
    • The goal is to build homes. The municipality will also consider shared facilities and services linked to the homes.

  2. Decision

    Skien council adopts town centre plan with four priority areas, but removes southern tip of Klosterøya

    • Skien city council approved the town centre plan on 5 March 2026 (case 18/26). The decision cannot be appealed. The plan is binding on how land can be used.
    • An area at the southern tip of Klosterøya (field 17 in the zoning plan) was taken out of the plan. No rules apply there for now. It will go out for a separate public consultation.
