    Plan for a new grocery store on a former petrol station site at Kurland, Sarpsborg, is out for public consultation

    • Sarpsborg's Planning Committee decided on 19 August 2026 (case 33/26) to publish the draft zoning plan for Madam Arnesens vei 30 so the public can read it and comment. The deadline is 15 October 2026.
    • The goal is to build a new grocery store on a Kurland site that used to be a petrol station. The plan allows 1,100 sqm of commercial space.

    Sarpsborg has adopted the Sefa zoning plan with 95 homes, but a Riksantikvaren objection sends it to the ministry

    • Sarpsborg city council approved the zoning plan for blocks 54 and 55A (Sefa) on 26 February 2026. But Riksantikvaren, the national heritage authority, has lodged an objection (a formal protest). So the plan goes to the County Governor and the Ministry of Local Government and Regional Development (KDD).
    • The council's decision does not yet take effect, because the ministry has the last word. This means nobody can appeal the council's decision.
