Norway proposes expanding the animal feed import quota to include molassed sugar beet pulp after sanctions eliminated Russian and Belarusian supply
- Norway's Ministry of Agriculture and Food wants to allow molassed sugar beet pulp – a feed ingredient with slightly more sugar than ordinary beet pulp – to be imported at reduced tariff rates under the animal feed quota.
- The reason is that Russia and Belarus supplied most of this product but were cut off by Norwegian sanctions in 2022 and 2024. The remaining market in the EU and Egypt is tighter and less predictable, and a 2026 summer drought made harvests worse than expected.

Norway proposes broadening its animal feed import quota to cover molassed sugar beet pulp after market tightening caused by sanctions and drought
- The ministry proposes letting Norwegian animal feed producers import a slightly sweeter form of sugar beet pulp (molassed beet pulp) at a reduced tariff — something the current rules do not allow.
- The change is needed because sanctions cut off Russian and Belarusian supplies in 2022 and 2024, and a 2026 drought has further reduced available supplies from Europe.
