  2. News article

From 1 October 2026, Norwegian municipalities may use temporary and organisational measures – such as flood gates and periodic road closures – instead of permanent protection against floods and avalanches

    • From 1 October 2026, building rules change: municipalities no longer always have to build permanent flood or avalanche defences. They can instead use solutions that can be activated when needed – for example, a flood gate that normally stands open and is closed when a flood warning is issued.
    • Other examples include closing roads or areas during high avalanche risk, either following warnings or during set high-risk periods in winter.
