    • The framework should make it easier to build services that cross municipalities, state bodies, organisations and sectors. It has several parts developed at the same time.
    • The parts are: an organisational playbook, a legal handbook, an architecture handbook, a handbook for information models, and models for pilots, funding, moving into regular operation and realising benefits.

  7. Report

Norwegian public sector dangerously locked into a handful of foreign cloud vendors, with no exit strategy in place

    • The working group was set up by Skate in December 2025 and includes staff from Norwegian government agencies. Its main finding: the Norwegian public sector relies too heavily on a small number of large foreign cloud providers – such as Amazon, Microsoft and Google – and this creates serious risk.
    • Norway's Data Protection Authority had already warned publicly that government bodies are not ready to cope if one of these providers suddenly became unavailable. The report confirms that concern is justified.
